An effective Project or Programme Management Office is very often what makes the difference between an organisation that is generally good at delivering projects and one that is generally bad at it.

Most organisations have project manager heroes who work inordinately long hours to deliver projects and put in very large amounts of efforts. These people are both in high demand and short supply.

Often the reason that heroes like this are needed is that the formal project support processes simply do not work properly. Even when ISO quality certifications are in place and Prince practitioners abound it is still not unusual to find heroes delivering most projects.
